Stigma represent a major barrier to HIV prevention, treatment, and care. It continues to be seriously neglected in most responses to HIV. Addressing stigma is identified as the most ambitious outcome of the Scottish Government’s Sexual Health and Blood Borne Virus Framework. Unfortunately, progress towards eliminating stigma in Scotland was not able to be demonstrated. A unified approach that harnessed the expertise of community members was seen as a priority to effectively address stigma in Scotland.
