The National Involvement Standards (HIV) have been designed to create a benchmark for quality involvement and have been widely consulted upon with regional and national organisations and people living with HIV to ensure the standards work for everyone. The toolkit is meant for all HIV service providers, including NHS Boards (Executive Leads), the Third Sector, and Local Authorities.

Involvement is considered meaningful when the thoughts and opinions of people living with HIV are incorporated into the design and delivery of a service or to the development of policy. Involvement may be seen as tokenistic when organisations request the input of those affected by potential decisions and then completely disregard this input.
